Optional heuristic algorithm?

Would it be possible to build some sort of pattern-sensing system into the code? for example: if after a while it notices that cars that do not have wheels touching the ground do not move, it will try to avoid making cars with no wheels touching the ground.

Or if it notices a car does really well after some bit breaks off, it will experiment with that bit to see if it can make the car do well without that bit breaking off.

Or if i notices that when a car that is partially upside-down does good after it flips on impact, it will experiment with rotating the entire car.
