This car spawns as just two overlapping segments without a common origin point and with the perfect balance bug, and no wheels, even though the chromosome specifies two.

I get a fairly normal car on Windows XP with Chrome. Two large wheels and 8 segments basically arranged to form a wedge shape.

Odd! I tried loading my own code to check but no, it definitely spawns as completely glitched out segments on my computer. Win 7/Opera.

I've seen that before, but usually the camera moves more horizontally away - yours is more vertical. Interesting.

I could not import the code into the applet. Base64 decode failed.

Edit: After I added a single pad character, the car imported OK, had 4 wheels, lost one at the starting line, proceeded to three hundred and some and got stuck on a tiny peak without losing any body part, in a way I've seen a lot of times before.
